Kielo’s 36Hatanpää, known as the ‘Tax House,’ offers the Finnish Tax Administration stunning lake and city views and modern multi-space solutions in Tampere

Located in a prime position along Hatanpään valtatie in Tampere, Kielo’s 36Hatanpää premises offer Verohallinto views of Lake Pyhäjärvi as well as the Tampere cityscape. Large windows also open up to views of the city’s iconic landmark, the Näsinneula tower.
Originally built for Nokia in 1992–1993, 36Hatanpää has been home to the Tax Administration since 2001. Among Tampere locals, the building has earned the nickname “Tax House.” The surrounding Tamteva area has an even longer history – nearby stands the beautiful Consul’s House that is over 100 years old.
“Our nearly 25-year history at 36Hatanpää is well known among Tampere residents. For a long time, the building was exclusively used by the Tax Administration. At one point, a neon sign saying ‘Tax House’ was installed on the roof. It was later removed, but I believe that’s how the nickname stuck. It’s been great to witness the transformation of these premises, especially in recent years,” says Olli Aalto, Property Manager at the Tax Administration, who has worked there for over 20 years.
The Tampere office is one of the Tax Administration’s largest sites, employing nearly 500 professionals dedicated to ensuring taxation is carried out accurately and on time to safeguard the functioning of society.
From rows of private offices to a modern multi-space environment
Until 2019, all of 36Hatanpää’s premises were used by the Tax Administration. A new lease agreement streamlined space usage from 12,000 square meters down to 4,000. At the turn of the 2020s, major renovations transformed traditional office rooms into a multi-space office. This change was part of the Tax Administration’s broader workplace development project launched in the 2010s, systematically modernizing locations one by one. The shift reflected evolving ways of working.
“Previously, employees had their own single or shared two-person offices. Space usage was extremely loose. Now we occupy only a third of the building – three floors out of seven. The change has had a significant impact on our work environment. The quality and functionality of the spaces have improved dramatically, and our modern facilities support today’s knowledge work. For example, we now have large group work areas,” Aalto explains.
According to Aalto, space utilization has improved thanks to these changes, even though many employees also work remotely. The pandemic temporarily halted office attendance, but in recent years people have returned to 36Hatanpää.
“Employees have been very satisfied with the premises. Kielo’s spaces perfectly serve our operations, offering a multi-space office with stunning views of Pyhäjärvi and Näsinneula. The multi-space concept enables better interaction while still providing quiet zones for focused work,” Aalto says.
36Hatanpää offers bright, pleasant spaces tailored to the needs of tax professionals. The building is easily accessible by public transport and car, with plenty of parking. Other amenities, such as the Pikante 36Restaurant, gym, and cleaning services, receive praise. Aalto also commends the collaboration with Kielo:
“The cooperation has been excellent. I give full marks for how flexible and easy it is to work with Kielo,” Aalto says.

Small changes, big impact on well-being
Aalto enjoys working with people. As Property Manager, he often considers how to encourage employees to meet at the office in an era of remote work. According to him, factors that attract people include accessibility and community-building elements that enhance well-being, such as shared coffee breaks. Adjustments to usability can also boost workplace well-being.
“Small things make a big difference. For example, ensuring technology works in every room and having clear signage so it’s easy to navigate the building. Together with our HR and ICT teams, we continuously strive to make sure employees feel good at the office,” Aalto says.
The Tax Administration, Aalto adds, is a forward-looking, low-hierarchy organization with an open atmosphere, offering numerous development opportunities over the years.
“That’s why I’ve enjoyed working here for over 20 years,” Aalto concludes.
